The Midterm Evaluation of the Security Sector Reform (SSR) Project provided an understanding on the progress of the project and identified areas for improvement. While the office acknowledges the findings of the evaluation, it notes that the project had a late start, hence the delays at the midterm. However, the office is committed to ensuring project implementation is accelerated, while strengthening gender-responsive security sector institutions and enhancing women’s participation in security governance.

Recommendation: There is a need for the project team to consider integrating a livelihood component into the project to target women and girls who are survivors of SGBV. This is necessary to improve the economic conditions of the SGBV survivors, which is one factor that contributes to their vulnerability to SGBV.
Management Response: While the SSR project’s scope did not include livelihoods, the recommendation aligns with broader GEWE objectives and has been taken up in future programme design. For examples, livelihood component has been integrated into a concept note for the EU recently developed by the country office.

Review the operational plans of security sector institutions, including their monitoring and evaluation frameworks, to assess alignment with gender policies and commitments. The operational plans were presented to the supervisory agencies in January 2025, and final revisions of the operational plans were completed.
Recommendation: The project team should prioritize the provision of technical and logistics support for the passage of the Draft Bills for the amendment of the Armed Forces Nigeria (AFN) Act, NPF Act by the National Assembly.
