By the time of the WCAC final evaluation report (July 2013), Europe and Central Asia regional structure undergoes major transformations resulting in modified country coverage. UN Women MCO Kazakhstan (previously as EECA SRO covering all countries in Fergana valley (Kyrgyzstan, Tajikistan and Uzbekistan), and Southern Caucasus (Armenia, Azerbaijan, Georgia) from 2014 onwards is to cover Tajikistan and Uzbekistan only (for the purpose of this management response). UN Women Country offices in Georgia and Kyrgyzstan will be responsible for their countries respectively. UN Women Regional Office in Istanbul will cover Armenia, Azerbaijan and ensure intra-regional (Fergana Valley and Southern Caucasus) and inter-regional (with Pakistan and Afghanistan) cooperation and evaluation follow-up.

Recommendation: Evaluation Recommendation 1: Given the need to consolidate achievement made to date in strengthening both government capacity to develop and implement NAPs on Women, Peace, and Security, and civil society?s participation and advocacy, the project should be renewed for the second phase
Management Response: Accepted. Draft concept and logframe for entire Phase II (Ferghana Valley, Southern Caucasus, Pakistan and Afghanistan) was initially developed as a result of the WCAC retreat attended by UN Women staff and partners from WCAC target countries on 5-7 June 2012 in Tbilisi, Georgia. The concept note for Phase II was revised in April 2013 and submitted to the Finland?s MoFA for consideration. Further revisions are planned to incorporate external evaluation?s recommendations and UN Women changes in implementation modalities and structure due to implementation of UN Women regional architecture in ECA. Phase I was to lay down the grounds for sub-region specific interventions and to take into account specificities of each sub-region (Fergana Valley, Southern Caucasus) and each responsible unit (MCO, COs, RO) will be responsible for their parts. The concept note was revised to ensure different approach to each sub-region: in Central Asia (Ferghana Valley), Southern Caucasus, and Southern Asia (Pakistan and Afghanistan).

Recommendation: Evaluation Recommendation 2: The proposed model of an international manager (to ensure neutrality) in each of the Fergana Valley and Southern Caucasus sub-regions should be considered. To avoid splitting the project into two, the manager should have complementary expertise and cover different thematic areas on a project wide basis. An alternative, splitting the project in two - one for CAR and one for SC would allow the project to address the specific context in each region, although specific mechanisms would have to be defined to promote valuable learning across the regions.

Work has been initiated in July 2013 for the promotion of Gender Responsive Budgeting by WEPD II phase in Georgia with initial trainings conducted for the representatives of local government and Gender Equality Activists. High level regional conference ?Enforcement of international commitments on Women, Peace and Security in Europe and Central Asia? will be organised in November 2013 by UN Women and OSCE with a purpose to continue an open dialogue between governments, CSOs and international development partners and assist to countries of the region to better formulate their positions for an efficient development and implementation of Women, Peace and Security agenda. The countries in the Europe and Central Asia region can learn about the status, progress and perspectives of implementation of the UNSCRs from each other, to discuss lessons learned and define further plans and perspectives. Mediation training is planned within WEPD II phase for Abkhaz, Georgian and South Ossetian women peace activists with an overall goal of coming up with shared platform and advocacy issues in relation to Geneva International Discussions. In the frameworks of WEPD II phase the training manual on CEDAW and UNSCR 1325 is used for training of the representatives of the Ministry of Labour Health and Social Affairs and the Ministry of Internally Displaced Persons from the Occupied Territories, Accommodation and Refugees of Georgia. UN Women CO in Georgia 2015/12 Completed There have been conducted three trainings in 2013 as well as in 2014 using the CEDAW and UNSCR 1325 training manual for the staff of the listed Ministries ? training altogether 56 public servants (in 2013 ? IDP Ministry?s 27 employees, and Ministry of Health?s 19 employees and in 2014 ?IDP Ministry?s 10 employees). The Responsible Party for this component of WEPD II Phase has been women?s Information Centre. Altogether there have been trained.
Recommendation: Evaluation Recommendation 8: UN Women should continue to support Human rights monitoring in the Fergana Valley, increasing the numbers trained to at least 6-8 per country. Following a shared analysis as part of the training, participants should select an issue that can be shared across borders, and possibly involve cross border aspects.
Management Response: Accepted. This action is prioritized and included into Phase II concept as a priority activity for Ferghana valley?s countries. Recommendation: Evaluation Recommendation 10: UN Women should design an exit strategy for phase II on the assumption that WCAC will have made its contribution to advancing the implementation of national action plans and the capacity of women?s rights activists, and that future achievements can be made through the national plans of UN Women. This would include improved indicators and expanded complementarity planning with country level programmes.

This should include developing capacity to properly estimate budget costs for the implementation of the plan, and carrying out gender audits at a ministerial level to assist in planning
Management Response: Accepted. Participatory Gender Audit (PGA) methodology has been introduced to Georgia in November 2012 with some 27 PGA facilitators trained jointly by ILO and UN Women. In the frameworks of WEPD II phase Participatory Gender Audits have been launched in the Parliament of Georgia and in the Ministry of Internally Displaced Persons from the Occupied Territories, Accommodation and Refugees of Georgia. Provision of technical expertise and support in the area of creation of National Referral Mechanism for the survivors of sexual violence during conflict in Georgia has been incorporated in the WCAC II Phase concept South Caucasus part. However, the II Phase of WCAC covering Southern Caucasus needs to be further elaborated in consultation with Istanbul RO.

Technical support to the government of Georgia in the area of monitoring and coordination of the implementation of the NAP on Women Peace and Security (2012-2015) will be provided, this work will be further documented and shared with partners in the Istanbul RO countries potentially covered by the II phase of the WCAC. UN Women supported also the mid-term review of the NAP implementation in July 2014 and plans to organize RBM training for the NCG members in October 2014. Thus, this work can be considered completed from GEO CO perspective. WEPD II Phase is actively engaged in facilitating the implementation of the NAP on Women, Peace and Security in Shida Qartli and Samegrelo regions of Georgia (i.e. regions that are adjacent to the administrative boundary lines with the conflict zones). Several high-level advocacy meetings have been already organized between IDP and conflict affected women and government officials (such as Vice Speaker of the Parliament of Georgia, Minister for Regional Development and Infrastructure, heads of local administrations). Undertaking of NAP implementation monitoring in selected regions of Georgia has been incorporated in the WCAC II Phase concept South Caucasus part. However, the II Phase of WCAC covering South Caucasus needs to be further elaborated in consultation with Istanbul RO.

Recommendation: Evaluation Recommendation 13 (Georgia): WCAC should carry out a needs assessment of the NGO/women?s organizations to determine the most appropriate training needed, and then define a capacity development framework to meet these needs. The framework should include a monitoring strategy incorporating the baseline data as well as effective indicators for measuring changes. A needs assessment methodology and framework could be made available to other country programmes.
Management Response: Accepted. UN Women CO in Georgia through its new EU Supported project Innovative Action for Gender Equality (IAGE) is carrying out the needs assessment of women?s rights and GE civil society organizations in the area of evidence-based advocacy. The needs identified as a result of this capacity assessment will be addressed with subsequent training also in the frameworks of IAGE.

Needs assessment of women?s rights and GE civil society organizations in the area of evidence-based advocacy will be carried out and capacity development support will be provided based on this needs assessment in the frameworks of IAGE in Georgia UN Women CO in Georgia 2014/01 Completed The needs assessment of women?s rights and GE civil society organizations has been conducted in 2013 in the frameworks of UN Women/EU project Innovative Action for Gender Equality. The trainings have been conducted by a group of national and international trainers, the training manual has been developed in Georgian and made available in an electronic format for interested parties.
Recommendation: Evaluation Recommendation 14 (Georgia): UN Women should provide support and technical advice to the newly formed NGO coalition for advocacy formed as a result of the mediation training held in February 2013. Particular attention should be paid not just to advocacy capacity, but to the strategy/capacity to do it as a coalition.
Management Response: Partially accepted. UN Women CO in Georgia further supports the organizations united in the coalition by engaging its members in different activities around confidence building, mediation, and information sharing around Geneva International Discussions, etc. through WEPD II Phase and IAGE. Based on UNIFEM past experience and lessons learnt, in terms of coalition building support (also possible expansion of the Coalition to unite members from Armenia and Azerbaijan), it is critical to observe the viability of the Coalition and its activity rate in the intermission between WCAC I and II phases to avoid support to a union that is driven by UN Women rather than by civil society activists.
